Scope
For CIRAP members (Annex 3) the services and rates of the scale are applied on the basis of mutuality. The scale may also be applied between members and non-members provided that mutuality is guaranteed. Other types of services and rates may be decided with non-members on a bilateral basis.
If services cannot be provided at the CIRAP rates, the ordering party must be informed as soon as possible and in any case before such services are provided.
Rules
General rules
Unless otherwise specified, personnel costs are included in the rates.
Within the individual groups of the scale, services and rates (codes) can be combined.
The rates for vehicles include an average 100 kilometres driven per day; the additional kilometres are billed separately.
Other costs such as travelling expenses are charged additionally.
If services can only be performed by third parties (external companies) the ordering party must be informed accordingly. In this case the actual cost of the services charged by the third party will be billed to the ordering party instead of CIRAP rates.
The rates indicated in the scale do not include taxes, fees and mailing costs. These will be charged additionally if they occur.
Services not specifically mentioned in the scale will be charged according to the estimated cost.
Specific Regulations
Rules Mobile unilateral transmissions.
Services and rates are applicable only if the host broadcaster is on location with production facilities for own programme purposes and offers unilateral services to requesting organizations.
Otherwise the rates of Part 3 - Outside Broadcasting - are applicable.
Booking Procedure
Each reservation must be confirmed in writing.
Cancellations will be accepted within the following time-limits:
- Recording and play-out (positions 101, 102) 2 hours
- Studios and ENG 24 hours
- Location bookings 48 hours
After working hours, cancellations must be addressed to the Circuits Department or to the MCR/CNCT
Invoicing
The invoice must contain the full address of the bank to which payment has to be made as well as the name of the person ordering, the code number of the tariff and the type of services performed as well as the VAT number.
It has to be sent immediately but in any case not later than 3 months after completion of the services.
The same payment conditions are valid as applied by the EBU.
