PREAMBLE

The International Television Festival Golden Prague (hereinafter referred to as “ITF GP”) is organised by Czech Television. The mission of the festival is to promote a broader knowledge of world-television programmes and films dedicated to music, dance and theatre through competitions, meetings of experts, screenings and a Video Library.

The ITF GP encourages international programme exchanges, serves as a meeting place for programme-makers, producers, broadcasters and distributors, and initiates co-operation between them.

The principal condition for the presentation of television programmes and films in the international competition and Video Library is their artistic quality; the management of ITF GP reserves the right to exclude any programme that would be ethically or aesthetically incompatible with the mission of a public service television organisation.

The 54rd ITF GP brings:

I. COMPETITION

The ITF GP is a competition of television programmes dedicated to music, dance and theatre, regardless of musical genre.

I. A Categories

Programmes in the competition are divided into two categories as follows:

  • I. A.1 Documentary programmes dedicated to music, dance and theatre
  • I. A.2 Performing Arts

(Recordings of operas, operettas, musicals, dance, ballets, concerts, theatre performances etc.)

In addition to individual programmes ITF GP also accepts individual parts of series or cycles for the competition, if it is possible to judge them on their own merit.

I. B Registration

I. B.1 Entry Form

The entry form, which is available at the ITF GP website, www.festivalgoldenprague.cz, must be completed and sent to the organiser by 30 June 2017.

Only programmes produced after 15 April 2016 will be accepted for competition.

Maximum number of programmes per entrant: unlimited
Maximum total length of all programmes entered by a single entrant: unlimited
Minimum length of each programme: 5 minutes

By submitting the competition entry form to the festival organiser, the entrant agrees with the terms of this Statute, and declares that the festival organiser will not face any copyright claims nor claims by performing artists, producers or third parties in connection with the competition programmes if used in accordance with this Statute.

If more than one organization or individual submits the same film, the first entry will be accepted.

The entrant also agrees to the following:

Czech television is free to use an extract from any competition entry in its broadcasting, on its website and offered to be promoted in other media, up to a maximum length of 3 minutes, or a photograph, which may only be used in connection with the festival and the promotion thereof.

The programme(s) may be for the duration of the ITF GP made accessible to visitors in the form of a public library at festival venue(s).

Programmes will remain in the ITF GP archives, and may be used on a non-commercial basis for the promotion of ITF GP and for study purposes after.

If a competition entry wins any of the prizes, i.e. GRAND PRIX GOLDEN PRAGUE, CZECH CRYSTAL, CZECH TELEVISION PRIZE or SPECIAL MENTION for extraordinary artistic achievement, the entrant hereby grants Czech Television non-exclusive Free TV Rights (Terrestrial, Cable, Satellite) for one broadcast within 13 months awarding of the prize. The entrant shall also grant Czech Television the permission to subtitle the programme if its nature requires it. Czech Television is not obliged to make use of said licence.

I. B.2 Payment

The entrant shall pay EUR 250 (including VAT) per programme entered into the competition. Credit/debit card payment is available via the CT web application www.festivalgoldenprague.cz otherwise invoice payment can also be made, which CT will issue following the registration of the programme. During registration the entrant will be required to provide their company details for the issue of the invoice. Any bank charges are to be paid by the entrant.

For those registered for VAT in an EU country, each programme registered in the ITF GP competition will incur a charge of 250 EUR (the user must provide their valid VAT registration number and pay the VAT through self-assessment).

For applicants with a business registered outside of the EU, a payment of 250 EUR for each programme entered in the ITF GP competition will be applicable.

For all other persons, a payment of 302,50 EUR (250 EUR + 21% VAT) will be applicable for each programme entered in the ITF GP competition. For domestic applicants the payment will be calculated in CZK according to the current ČNB rate of exchange.

No programme will be entered into the competition unless payment is made until 25 August 2017.

The entrant who enter the film, but doesn’t pay the entry fee in time, will be excluded from the competition and the entrant will not be eligible to enter any other films in the next edition of the ITF GP.

I. B.3 Shipment of the competition programmes

BBy 30 June 2017 the entrant undertakes to upload each competition entry in English version (dubbed or with subtitles) in HD quality through the web application at www.festivalgoldenprague.cz, where technical conditions are specified.

He also undertakes to send to the address of the ITF GP either electronically or by post the following:

  • programme synopsis in English
  • a copy of the script or subtitles in English for each programme including spoken word (e.g. a documentary)
  • information on all music used (full name(s) of the author(s), titles and exact length of all musical pieces used, and the full names of all performers)
  • other promotional materials (photographs, posters etc.)
  • Proof of payment (see I. B.2)

The entrant shall cover all insurance and transport costs.

If a competition entry does not meet the criteria set down by the Statute, ITF GP reserves the right to exclude it from the competition.

If a competition entry does not meet the criteria set down by the Statute, ITF GP reserves the right to transfer it to the Video Library without returning the fees paid.

ITF GP is not authorised to provide copies of competition programmes to third parties, except on the basis of a special separate agreement.

By submitting the entry form, the entrant grants the organiser of ITF GP the permission to rewrite the electronically sent copies of the programme onto hard discs and DVDs in a compressed MPEG2 format. The organiser of ITF GP shall use the copies made in this way exclusively to ensure the digital presentation of the programmes during the festival and for archiving purposes. ITF GP undertakes not to provide the copies thus made to any other parties, and not to use them for any other than the aforementioned purposes.

Until September 1, 2017, the entrant will be informed whether his programme (according to paragraph I. C) has been selected among the TOP 20. In case that the programme is selected among the TOP 20, the entrant undertakes to deliver it until September 15, 2017 recorded on HDCAM, XDCAM, Digi Betacam, File Hard Disk codec H 264 under valid General Technical Conditions for programmes delivered to and produced in Czech Television (available to download at www.festivalzlatapraha.cz) to the address Czech Television, ITF Golden Prague, 140 70, Praha 4 – Kavčí hory, Czech Republic.

ITF GP undertakes to return the material recorded on HDCAM, XDCAM, Digi Betacam, File Hard Disk codec H 264 to the entrants within three months of the close of the festival. The festival organiser shall bear all costs connected with the dispatch of said cassettes. ITF GP is not responsible for the technical quality of the materials sent.

I. C Jury

Competition programmes shall be judged by a 5-member international jury.

The Jury operates in two rounds. In the first round, which takes place before the festival, each juror receives a password protected access to a shared storage with the competition programmes and an evaluation sheet.

The Jury evaluates the programmes with 1-10 points in two aspects:
1. overall artistic quality and emotionality
2. the craftsmanship and technical processing

For each programme the points from all the jurors are summed up, while the highest and lowest scores the programme receives in the first round will be left out and not coutented into the final score of that round.

According to the evaluation sheets, the top twenty programmes (TOP 20) will be selected to move through to the second round. In the second round, which takes place during the ITF GP, jurors together watch the twenty selected programs, judge them and decide on the prize-winners.

The management of ITF GP shall appoint the Chairperson of the Jury and, after consultation with the Chairperson, other members thereof.

The method and process of evaluation of the Jury in the second round is set by its Chairperson, who is also responsible for the fairness of the vote.

The official language of the jury meetings is English.

Membership of the Jury is honorary and royalty-free.

I. D Awards

The Jury awards:

  • The main prize of the festival, Grand Prix GOLDEN PRAGUE, to the winning programme.This prize includes a financial award of EUR 10,000.
  • Two CZECH CRYSTALS to winning programmes in individual categories.
  • SPECIAL MENTION for extraordinary artistic achievement.

Additional awards:

  • The Director General of Czech Television awards the CZECH TELEVISION PRIZE.

If the winning programme is co-produced, the prize shall go to the entrant.

Any competition programme is eligible to win several prizes.

ITF GP may permit important foundations, cultural institutions or sponsors to award their own prizes at the festival.

II. NON-COMPETITION SECTION – VIDEOLIBRARY

II. A Description

Each participant can submit programmes dedicated to music, dance and theatre regardless of the date of their production to the Video Library.

By submitting the entry form to the organiser the entrant agrees that programmes will remain in the archives of the ITF GP, and can be used on a noncommercial basis for the promotion of ITF GP and for study purposes.

A list of all programmes available in the Video Library will be published in the festival catalogue.

The entrant shall pay EUR 60 (including VAT) per programme entered into the non-competition section. Credit/debit card payment is available via the CT web application www.festivalgoldenprague.cz otherwise invoice payment can also be made, which CT will issue follow ing the registration of the programme. During registration the entrant will be required to provide their company details for the issue of the invoice. Any bank charges are to be paid by the entrant.

No programme will be entered into the non-competition section unless payment is made until 25 August 2017.

III. PERSONAL REGISTRATION

Personal participation in the ITF GP is conditional on registration. Anyone wishing to take part in the festival events must complete a registration form, available at www.festivalgoldenprague.cz, and send it by 26 September 2016. After this date it will be possible to register at the festival accreditation centre at the New Stage of the National Theatre. Registration is free of charge.

Registered participants shall have access to the programmes and events open for public.

IV. PROFESSIONAL GATHERINGS

In co-operation with the EBU, IMZ, various festivals and other organisations and experts, ITF GP organises workshops, panel discussions, round tables, seminars and other events. These events are open to all festival participants, and are simultaneously interpreted into the official languages of the festival: Czech and English.

V. FINAL PROVISIONS

The present Statute shall be valid for the 54th ITF GP which will take place on September 27–30, 2017 and comes into effect on March 1, 2017.

Rights and obligations arising from this Statute are governed by Czech law.

This Statute is issued in Czech and English version. In case of any discrepancies between the versions, the Czech version prevails.

Shall any situations not covered by this Statute arise, the organiser will decide and solve it upon its own discretion.

The organiser reserves the right to change this Statute if necessary, except for the license provisions which can be changed only by organiser and entrant mutual agreement.
