PREAMBLE

The International Television Festival Golden Prague (hereinafter referred to as “ITF GP”) is organised by Czech Television. The mission of the festival is to promote a broader knowledge of world-television programmes and films dedicated to music and dance through competitions, meetings of experts, public screenings and a Video Library.

The ITF GP encourages international programme exchanges, serves as a meeting place for programme-makers, producers, broadcasters and distributors, and initiates co-operation between them.

The principal condition for the presentation of television programmes and films in the international competition and videolibrary is their artistic quality; the management of ITF GP reserves the right to exclude any programme that would be ethically or aesthetically incompatible with the mission of a public service television organisation.

The 49th ITF GP brings:

I. COMPETITION

The ITF GP is a competition of television programmes dedicated to music and dance, regardless of musical genre.

I. A Categories

Programmes in the competition are divided into two categories as follows:

  • I. A.1 Documentary programmes dedicated to music and dance
  • I. A.2 Performing Arts

(Recordings of opera, operetta, musicals, dance, ballet, concerts, etc.)

In addition to individual programmes ITF GP also accepts individual parts of series or cycles for the competition, if it is possible to judge them on their own merit.

I. B Registration

I. B.1 Entry Form

The entry form, which is available at the ITF GP website, www.festivalgoldenprague.cz, must be completed and sent to the organiser by 15 May 2012.

  • Only programmes produced after 15 April 2011 will be accepted for competition.
  • Maximum number of programmes per entrant: 5.
  • Maximum total length of all programmes entered by a single entrant: unlimited.
  • Minimum length of each programme: 5 minutes.

By submitting the competition entry form to the festival organiser, the entrant agrees with the terms of this Statute, and declares that the festival organiser will not face any copyright claims nor claims by performing artists, producers or third parties in connection with the competition programmes.

The entrant also agrees to the following:

  • 3 copies of the programme will be included in the Video Library.
  • Czech Television is free to use an extract from any competition entry in its broadcasting and on its website, up to a maximum length of 3 minutes, which may only be used in connection with the festival and the promotion thereof.
  • The programme(s) may be publicly screened as part of the ITF GP at festival venue(s).
  • Programmes recorded on DVD will remain in the ITF GP archives, and may be used on a non-commercial basis for the promotion of ITF GP and for study purposes.
  • If a competition entry wins any of the main prizes, i.e. Grand prix
  • GOLDEN PRAGUE, CZECH CRYSTAL or SPECIAL MENTION for extraordinary artistic achievement, the entrant shall grant Czech Television a free non-exclusive licence for one broadcast of the programme on the territory of the Czech Republic within one year of the awarding of the prize. The entrant shall also grant Czech Television the permission to subtitle the programme if its nature requires it. Czech Television is not obliged to make use of said licence.
I. B.2 Payment

The entrant shall pay EUR 250 (including VAT) per programme entered into the competition. Proof of payment must be sent at the same time as the entry form; without this document the programme will not be accepted. The entrant shall pay all bank charges. The payment must be credited to the account of ITF GP in any freely convertible currency (including CZK):

I. B.3 Shipment of the competition programmes

The entrant undertakes to send by 31 May 2012 to the address of the ITF GP the following:

  • each competition entry in four copies in the following formats: 1× digital BETACAM 625/50 Hz, Picture Format 4:3 or 16:9, PAL or BETACAM SP or HD CAM in English (dubbed or with subtitles) 3× high quality DVD in English (dubbed or with subtitles)
    (Note: Programmes on HD CAM SR and other formats can not be accepted for technical reasons! In exceptional cases, after prior notification to the ITF GP, programmes on DVD will only be accepted for the competition with the understanding that should the programme reach the TOP 20 the competitor will submit the professional tape (BETACAM or HD CAM.)
  • programme synopsis in English
  • a copy of the script or subtitles in English for each programme including spoken word (e.g. a documentary)
  • information on all music used (full name(s) of the author(s), titles and exact length of all musical pieces used, and the full names of all performers)
  • press materials (photographs, posters etc.)
  • a filled-in cassette dispatch form (available at www.festivalgoldenprague.cz)
  • declaration concerning the value of goods for customs purposes

The entrant shall cover all insurance and transport costs.

If a competition entry does not meet the criteria set down by the Statute, ITF GP reserves the right to transfer it to the Video Library without returning the fees paid.

ITF GP is not authorised to provide copies of competition programmes to third parties, except on the basis of a special separate agreement.

By submitting the entry form, the entrant grants the organiser of ITF GP the permission to rewrite the sent copies of the programme onto hard discs and DVDs in a compressed MPEG2 format. The organiser of ITF GP shall use the copies made in this way exclusively to ensure the digital presentation of the programmes during the festival and for archiving purposes. ITF GP undertakes not to provide the copies thus made to any other parties, and not to use them for any other than the aforementioned purposes.

ITF GP undertakes to return the competition programmes recorded on BETACAM 625/50 Hz cassettes or HD CAM to the entrants within three months of the end of the festival. ITF GP shall bear all costs connected with the dispatch of said BETACAM 625/50 Hz cassettes.

ITF GP is not responsible for the technical quality of the materials sent.

I.C JURY

Competition programmes shall be judged by a 5-member international jury.

The Jury operates in two rounds. In the first round, which takes place before the festival, each juror receives an external hard-drive with the competition programmes and an evaluation sheet. A juror will give each programme 1–10 points and send the results back to the ITF GP. According to the evaluation sheets, the top twenty programmes (TOP 20) will be selected to move through to the second round. In the second round, which takes place during the ITF GP in the Žofín palace, jurors together watch the twenty selected programs, judge them and decide on the prize-winners.

The Director of ITF GP shall appoint the Chairperson of the Jury and, after consultation with the Chairperson, other members thereof.

The official language of the jury meetings is English.

I.D AWARDS

The Jury awards:

  • The main prize of the festival, Grand Prix GOLDEN PRAGUE, to the winning programme. This prize includes a financial award of EUR 10,000.
  • Two CZECH CRYSTALS to winning programmes in individual categories.
  • SPECIAL MENTION for extraordinary artistic achievement.

Additional awards:

  • The Director General of Czech Television awards the CZECH TELEVISION PRIZE.
  • AUDIENCE AWARD which is voted on by visitors to the ITF GP Video Library.

If the winning programme is co-produced, the prize shall go to the entrant.

Any competition programme is eligible to win several prizes.

ITF GP permits important foundations, cultural institutions or sponsors to award their own prizes at the festival. However, the festival organisers reserve the right not to provide such an opportunity.

II. VIDEO LIBRARY

II. A Description

Each participant can submit a maximum of four programmes dedicated to music and dance regardless of the date of their production to the Video Library.

Any programme submitted to the competition is automatically included in the Video Library.

By submitting the entry form to the organiser the entrant agrees that programmes recorded on DVD will remain in the archives of the ITF GP, and can be used on a noncommercial basis for the promotion of ITF GP and for study purposes.

A list of all programmes available in the Video Library will be published in the festival catalogue.

The entry form, which is available at the ITF GP website www.festivalgoldenprague.cz, must be completed and sent to the organiser by 15 May 2012.

II. B.2 Payment

Upon submission of the entry form the entrant must pay a fee of EUR 60 (including VAT) in any freely convertible currency (including CZK) for every item entered in the Video Library. The fee must be credited to the following ITF GP account:

II. B.3 Shipment

The entrant undertakes to send by 31 May 2012 to the address of ITF GP the following:

  • 3× high quality DVD of each programme in an English version (dubbed or with subtitles)
  • a completed cassette dispatch form (available at www.festivalgoldenprague.cz)
  • a declaration concerning the value of goods for customs purposes

III. PERSONAL REGISTRATION

Personal participation in the ITF GP is conditional on registration. Anyone wishing to take part in the festival events must complete a registration form, available at www.festivalgoldenprague.cz, and send it by 15 September 2012. Registration is free of charge.

Registered participants shall have access to the following programmes and events:

  • Gala Opening Concert
  • Video Library
  • Premiere Screenings
  • Evenings with television stations
  • Awards Ceremony
  • Tributes to world personalities
  • other events listed in the festival programme

IV. PROFESSIONAL GATHERINGS

In co-operation with the EBU, IMZ, various festivals and other organisations and experts, ITF GP organises workshops, panel discussions, round tables, seminars and other events. These events are open to all festival participants, and are simultaneously interpreted into the official languages of the festival: Czech and English.

V. FINAL PROVISION

The present Statute shall be valid for the 49th ITF GP which will take place on 13th–17th October 2012 and comes into effect on 1st February 2012.
