PREAMBLE

The International Television Festival Golden Prague (hereinafter referred to as “ITF GP”) is organised by Czech Television. The mission of the festival is to promote a broader knowledge of television programmes dedicated to music and dance, through competitions, meetings of experts, public screenings and a Video Library.

The ITF GP encourages international programme exchanges, serves as a meeting place of programme-makers, producers, broadcasters and distributors, and initiates co-operation between them.

The principal condition for the presentation of programmes at the festival is their artistic quality; the management of ITF GP reserves the right to exclude any programme that would be ethically or aesthetically incompatible with the mission of a public service television organisation. The festival is thus open to high-quality programmes of all music genres.

The 44th ITF GP offers its participants:

  • International Competition
  • Living Catalogue – screenings of the best music and dance programmes from catalogues of international TV stations and producers, with commentary
  • Video Library
  • Other events listed in the festival programme

I. COMPETITION

The ITF GP is a competition of television programmes dedicated to music and dance, regardless of musical genre.

a) Categories

Programmes in competition are divided into three categories, as follows:

  1. Music on the TV screen
    /Music and dance programmes, including live concert recordings/
  2. Documentary programmes dedicated to music and dance
  3. Musical drama
    /Opera, operetta, musical, dance, ballet, etc./

Besides individual programmes, ITF GP also accepts individual parts of series or cycles for the competition, if it is possible to judge them on their own merit.

b) Registration

The entry form, which is available at the ITF GP website, www.festivalgoldenprague.cz, must be completed and sent to the organiser by 1 March 2007.

Only programmes produced after 1 January 2006 will be accepted for competition.
Maximum number of programmes per entrant: 4
Maximum total length of all programmes entered by one entrant: unlimited
Minimum length of each programme: 5 minutes

By submitting the competition entry form to the festival organiser, the entrant expresses agreement with the terms of this Statute, and declares that the festival organiser will not face any copyright claims nor claims of performing artists, producers or third parties in connection with the competition programmes.

The entrant also agrees to the following:

  • A copy of the programme(s) will be included in the Video Library.
  • Czech Television is free to use an extract from any competition entry in its broadcasting and on its website of a maximum length of 3 minutes, which may only be used in connection with the festival and the promotion thereof.
  • The programme(s) may be publicly screened as part of the ITF GP at the festival venue(s).
  • Programmes recorded on VHS cassettes will remain in the ITF GP archives, and may be used on a non-commercial basis for the promotion of ITF GP and for study purposes.

The entrant shall pay EUR 250 (including VAT) per programme entered for competition. Proof of payment must be sent at the same time as the entry form; without this document the programme will not be accepted. The entrant shall pay all bank charges. The payment must be credited to the account of ITF GP in any freely convertible currency (including CZK):

The entrant undertakes to send by 30 March 2007 to the address of the ITF GP the following:

  • each competition entry in three copies (1x digital BETACAM 625/50 Hz, Picture Format 4:3 or 16:9 Letterbox and 2x VHS PAL cassettes, 4:3 or Letterbox format) in English (dubbed or with subtitles)
  • programme synopses in English
  • programme trailer, whose length must not exceed 30 seconds, with English commentary, recorded on a Betacam cassette immediately following the competition programme
  • for each programme including spoken word (e.g. a documentary), a copy of the script or subtitles in English
  • information on all music used (full name of the author or authors, titles and exact length of all musical pieces used, and the full names of all performers)
  • printed materials (photographs, posters etc.)
  • a filled-in cassette dispatch form (available at www.festivalgoldenprague.cz)
  • declaration concerning the price of the goods for customs purposes

The entrant shall cover all insurance and transport costs.
If a competition entry does not meet the criteria set down by the Statute, ITF GP reserves the right to transfer it to the Video Library without returning the fees paid.

The ITF GP is not authorised to provide copies of competition programmes to third parties, except on the basis of a special agreement.

By submitting the entry form, the entrant grants the organiser of ITF GP the permission to rewrite the sent copies of the programme onto hard discs and DVDs in a compressed MPEG 2 format. The organiser of ITF GP shall use the copies made in this way exclusively to ensure the digital presentation of the programmes during the festival and for archiving purposes. ITF GP undertakes not to provide the copies thus made to any other parties, and not to use them for any purposes other than those aforementioned.

ITF GP undertakes to return the competition programmes recorded on BETACAM 625/50 Hz cassettes to the entrants within three months of the end of the festival. The organiser shall bear all costs connected with the dispatch of said BETACAM 625/50 Hz cassettes.

ITF GP is not responsible for the technical quality of the materials sent.

c) Jury

Competition programmes shall be judged by an international jury, which shall vote on the award winners by secret ballot after the close of the screenings.
The Director of ITF GP shall appoint the Chairperson of the Jury and, after consultation with the Chairperson, other members thereof. The Jury shall have an odd number of members (5 or 7). The Jury will convene on 14-19 June 2007 in the Manes Centre in Prague.
The official language of the jury meetings shall be English.

d) Prizes

The Jury awards:

  • the main prize of the festival, Grand Prix GOLDEN PRAGUE, to the winning programme. This prize includes a financial award of EUR 5,000.
  • three CZECH CRYSTALS to winning programmes in individual categories.

The Director General of Czech Television awards the CZECH TELEVISION PRIZE.

The range of festival prizes will also include a new AUDIENCE AWARD, voted on by visitors to the ITF GP Video Library or public screenings.

ITF GP will enable important foundations, cultural institutions or sponsors to award their own prizes at the festival. However, the festival organisers reserve the right not to provide such an opportunity.

If the winning programme was co-produced, the prize shall go to the entrant.

Any competition programme can win several prizes.

If a competition entry wins any of the main prizes, i.e. Grand prix GOLDEN PRAGUE or CZECH CRYSTAL, the entrant shall grant Czech Television a free non-exclusive licence for one broadcast of the programme on the territory of the Czech Republic within one year of the awarding of the prize. The entrant shall also grant Czech Television the permission to subtitle the programme if its nature requires it. Czech Television is not obliged to make use of said licence.

II. LIVING CATALOGUE or The Best of Catalogues

a) Description

Each company shall have 30 minutes to present its programmes regardless of the date of their production in a commented screening. The companies will thus present extracts from the best recent and archived dance and music programmes of all music genres. Each participating company can adjust the form of presentation to its own needs; the only binding requirements are the thirty-minute time limit and the technological format of the contributions. Commentary on the screening will be provided by one representative of the relevant company.

b) Registration

Any company wishing to present its programmes in the Living Catalogue section must complete an entry form, available on the festival website www.festivalgoldenprague.cz, send it by 1 March 2007 and, if the programmes are accepted for the Living Catalogue,
pay a fee of EUR 60 (including VAT).

By 20 March 2007 each entrant will be notified in writing whether their contribution has been accepted and if so, on which day of the festival at what time the presentation will take place. Should the number of companies interested in presenting their productions exceed limits set by the organiser, ITF GP reserves the right not to include some company contributions in the programme.

The entrant undertakes to send by 30 March 2007 to the address of ITF GP the following:

  • one copy of the material to be screened (1x digital BETACAM 625/50 Hz, Picture Format 4:3 or 16:9 Letterbox or DVD format, in English (dubbed or with subtitles)
  • printed and visual materials (photographs, etc.) about the screening, in English
  • completed cassette dispatch form (available at www.festivalgoldenprague.cz)
  • declaration concerning the price of the goods for customs purposes.

The entrant shall cover all insurance and transport costs.

Having received the notification of acceptance, the entrant must send proof of payment, without which the presentation cannot be included in the Living Catalogue. The payment must be credited to the account of ITF GP in any freely convertible currency (including CZK):

The entrant shall cover all bank charges.

ITF GP undertakes to return the material recorded on BETACAM 625/50 Hz cassettes to the entrants within three months of the close of the festival. The festival organiser shall bear all costs connected with the dispatch of said BETACAM 625/50 Hz cassettes.

ITF GP is not responsible for the technical quality of the materials sent.

III. VIDEO LIBRARY

a) Description

Each participant can submit a maximum of four programmes to the Video Library. Competition programmes are included automatically.

A condition for all programmes presented in the Video Library is that they must have been produced after 1 January 2005.

By submitting the entry form to the organiser the entrant agrees that programmes recorded on VHS cassettes will remain in the archives of the ITF GP, and can be used on a non-commercial basis for the promotion of ITF GP and for study purposes.

A list of all programmes available in the Video Library will be published in the festival catalogue.

b) Registration

The entry form, which is available at the ITF GP website www.festivalgoldenprague.cz, must be completed and sent to the organiser by 1 March 2007.

Upon submission of the entry form the entrant must pay a fee of EUR 60 (including VAT) in any freely convertible currency (including CZK) for every item entered in the Video Library. The fee must be credited to the following ITF GP account:

  • 2x VHS PAL, 4:3 or Letterbox format
  • a completed cassette dispatch form (available at www.festivalgoldenprague.cz)
  • a declaration concerning the price of the goods for customs purposes

The entrant shall cover all insurance and transport costs.

By submitting the entry form, the entrant grants the organiser of the ITF GP permission to rewrite the sent copies of the programme onto hard discs and DVDs in a compressed MPEG 2 format. The organiser of the ITF GP shall use said copies exclusively to ensure the digital presentation of the programmes during the festival and for archiving purposes. ITF GP undertakes not to provide said copies to any other parties, and not to use them for any purposes other than those aforementioned.

IV. PERSONAL REGISTRATION

Personal participation in the ITF GP is conditional on registration. Anyone wishing to take part in the festival events must complete a registration form, available at www.festivalgoldenprague.cz, and send it by 15 April 2007. Registration is free of charge.

Participants registered by 15 April 2007 shall have access to:

  • the Gala Opening Concert
  • the Video Library
  • the Living Catalogue programme
  • public screenings
  • the Awards Ceremony
  • other events listed in the festival programme.

V. PROFESSIONAL GATHERINGS

In co-operation with the EBU, IMZ, various festivals and other organisations and experts, ITF GP organises workshops, panel discussions, round tables, seminars and other events. These events are open to all festival participants, and are simultaneously interpreted into the official languages of the festival: Czech, English and Russian.

VI. FINAL PROVISION

The present Statute shall be valid for the 44th ITF GP which will take place on 16-20 June 2007.
