After the Crisis
At the extraordinary session of the House of Deputies on February
9, 2001, public hearings were held on the proposed candidates for
the post of temporary Director of CT, followed by secret voting,
and the winner was Jiří Balvín. The House of Deputies, in its resolution,
bound the temporary director to compose a balanced budget for 2001
and to have a forensic audit performed of the accounts of CT within
90 days.
The first step taken by the temporary director on the following
day was to sign an agreement on strike termination (which did not
have the form of interrupted work, however) with representatives
of unions at Czech Television. Balvín constituted a new interim
management of Czech Television and focused on fundamentally stabilizing
the activities of Czech Television, and he soon managed to do so.
In accordance with the new wording of the Act on Czech Television,
the House of Deputies now elected a CT Council with 15 members.
At its first meeting on May 30, the Council elected Jan Mrzena as
chairman. On June 21, in accordance with the law, the Council set
up its advisory body for economic matters of CT - a five-member
Supervisory Committee.
In May and June, the forensic audits of CT and the Television Studios
in Brno and Ostrava were finished, covering the period from 1992.
In July, the temporary director adopted measures based on the findings
of the audit, and in September, the CT Council took a standpoint
on the findings of the forensic audit. The forensic audit brought
no highly surprising findings.
The CT Council announced a selection procedure for the Managing
Director of CT. In October, non-public hearings of the applying
candidates were held, followed by public hearings, and on October
31, the selection procedure was concluded with the election of Jiří
Balvín as Managing Director of CT. Balvín took up the post effectively
on November 15, 2001.
